Eligibility
To apply for a pavement licence, your business must:
- be a pub, bar, restaurant or cafe
- be based in Leeds
- have space for pedestrians, prams and wheelchairs to pass your proposed outdoor area
- serve food
Serving alcohol
You can only serve alcohol if you have an on and off sales or on sales premises licence. If your premises licence has different operating times to your street cafe licence, you will need to close at the earlier time.
If you have an off licence
If you have an off licence and would like to change it, you will need to email entertainment.licensing@leeds.gov.uk.
If you don't have a premises licence
If you don't have a premises licence you could apply for a temporary events notice.
Cost
The cost for a pavement licence is £500. The licence will be valid until 31 March annually. You will need to renew after this date and the renewal fee will be £350 annually, we will contact you when the renewal is due.

Once we have received your application, including all the required documents, we will start the 7 days of public consultation. We will let you know if your application has been successful within 14 days.
