Community Infrastructure Levy (CIL) rates depend on the size, type and location of your development.
The CIL rates are calculated depending on which area of Leeds your development is in. You will need to know which zone your development is in before using the calculator.
Use the CIL calculator to estimate the charges for your development. You will need to save the excel document to your own desktop/device before using it.
Please be aware that this tool makes a basic estimate and calculation only. This will not take rules about demolition and exemptions into account. The ‘Liability Notice’ will give the initial amount, and ‘Demand Notice’ (takes into account exemptions) will give the final amount due.
CIL Regulations set out that CIL payments must be index linked. In calculating individual charges for the levy, Schedule 1 (The Community Infrastructure Levy (Amendment) (England) (No. 2) Regulations 2019), requires collecting authorities to apply an index of inflation to each relevant CIL rate to keep the levy responsive to market conditions.
From 1 January 2020, the index is the RICS CIL Index published by the Royal Institution of Chartered Surveyors (RICS). The index is therefore based on the BCIS All-in Tender Price Index and from the 1 January 2025 an index figure of 391 is applied. This represents a 3.8% increase in CIL rates.
These figures are a cumulative increase based on an indexation from the date of adoption of CIL.

The levy is payable from the date development commences.
